       AN ACT relating to designating the former  World  Trade  Center  as  the
         Freedom Tower

         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:

    1    Section 1. The building designated formally or  informally  in  March,
    2  2009,  as  One  World  Trade Center, being, however designated, the main
    3  building of the new World Trade Center in lower Manhattan, more  specif-
    4  ically  located  on the northwest corner of the World Trade Center site,
    5  bounded by Vesey, West, Washington, and Fulton streets,  and  for  which
    6  general  construction  was  begun  on  April 27, 2006, shall herewith be
    7  known,  notwithstanding  any  prior  designation,  as  "Freedom  Tower,"
    8  subject  to approval by the Port Authority of New York and New Jersey as
    9  provided in this act. The governor, any state agency,  and  any  covered
   10  authority  is  hereby  prohibited  from authorizing any funds, including
   11  grant funds or funds from appropriations, for  the  development  of  the
   12  building  and the site, and the attorney general and the comptroller are
   13  hereby prohibited from approving any contracts for payment for  services
   14  or provision of grants for the development of the site, until and unless
   15  the  Port  Authority  of  New York and New Jersey shall acknowledge such
   16  name. As used in this act, the terms "state agency" and "covered author-
   17  ity" have the same meanings as set forth in section  2-a  of  the  state
   18  finance law.
   19    S 2. This act shall take effect immediately.
