FISCAL ANALYSIS


ASSUMPTION


Officials at the Office of the Governor and the Missouri Senate assume that there is no fiscal impact from this proposal.


Officials at the Department of Conservation (MDC) assume this proposed legislation requires there be at least two annual meetings of a newly created board and that the members of the newly created board shall be reimbursed for actual and necessary expenses and that the board shall be staffed by the MDC. The proposed legislation puts no limit on the number of regional and annual meetings the board may conduct.


There are eight conservation regions in the state. Each region is made up of eight to nineteen counties. Since the board "shall be responsible for regional conservation evaluations," it is reasonable to assume that members of the board, along with MDC staff, would likely visit each of the eight regions at least once annually for these evaluations. A thorough evaluation of each region by the newly appointed board, even with the help of MDC staff, would likely require several days or weeks in each region. It could also be reasonably assumed that, although one member of the board would live in each of the eight conservation regions, overnight accommodations would likely be required.


The MDC estimates Commission expenses and meeting costs would be approximately $65,000. Additional staff costs to conduct the research (including travel to the different regions) is anticipated to exceed $50,000 annually. Therefore, the total fiscal impact range of this legislation to the MDC would potentially exceed $100,000.

FISCAL DESCRIPTION


This bill establishes the Conservation Commission Advisory Board within the Department of Conservation to assist the Conservation Commission. The board will be staffed by the department and will consist of one member from each of the eight established conservation districts with no more than four from the same political party. Four of the members must obtain a substantial percentage of their income from farming activities, and each member will serve staggered four-year terms. The board is required to meet at least twice annually and to report each year to the commission, General Assembly, and Governor.


This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
