FISCAL ANALYSIS


ASSUMPTION


Officials from the Department of Mental Health assume the proposal will have no fiscal impact on their organization.


Officials from the Office of Secretary of State (SOS) state the proposal requires the Department of Mental Health to change the name of the Division of Mental Retardation and Developmental Disabilities to the Division of Developmental Disabilities and removes references to mental retardation throughout chapters 630 and 633, RSMo. This will require the Department of Mental Health to revise approximately 94 pages of the Code of State Regulations and 141 pages of the Missouri Register to reflect the new division title and remove references to mental retardation in such rules. The estimated cost of a page in the Code of State Regulations is $27. The estimated cost of a page in the Missouri Register is $23. The SOS estimates a total cost of $5,781 [(141 pgs. X $23) + (94 pgs. X $27)]. These costs are estimates and actual costs could be more or less than the numbers given.


Oversight assumes the SOS could absorb the costs of printing and distributing regulations related to this proposal. If multiple bills pass which require the printing and distribution of regulations at substantial costs, the SOS could request funding through the appropriation process. Any decisions to raise fees to defray costs would likely be made in subsequent fiscal years.
