FISCAL ANALYSIS
ASSUMPTION
Officials of the Office of Secretary of State - Elections Division stated that many joint resolutions are considered by the General Assembly that would require the Secretary of State’s office to pay for publishing in local newspapers the full text of each statewide ballot measure as directed by Article XII, Section 2(b) of the Missouri Constitution and Section 116.230-116.290, RSMo. The Secretary of State’s office is provided with core funding to handle a certain amount of normal activity resulting from each year’s legislative session. Funding for this item is adjusted each year depending upon the election cycle with $1.6 million historically appropriated in even numbered fiscal years and $100,000 appropriated in odd numbered fiscal years to meet these requirements. The appropriation has historically been an estimated appropriation because the final cost is dependent upon the number of ballot measures approved by the General Assembly and the initiative petitions certified for the ballot. In FY 2007, at the August and November elections, there were 6 statewide Constitutional Amendments or ballot propositions that cost $1.2 million to publish (an average of $193,000 per issue). Therefore, the Secretary of State’s office assumes, for the purposes of this fiscal note, that it should have the full appropriation authority it needs to meet the publishing requirements. However, because these requirements are mandatory, we reserve the right to request funding to meet the cost of our publishing requirements if the Governor and the General Assembly change the amount or eliminate the estimated nature of our appropriation.
Officials of the Office of State Auditor assume no fiscal impact.
Oversight assumes election costs could be absorbed with existing appropriations. Oversight assumes no state or local fiscal impact.
Officials of the Office of Administration assume no fiscal impact, but assume the Department of Revenue would have fiscal impact
Oversight assumes if this proposal should be approved by the voters of Missouri, certain state departments would realize fiscal impact. Officials of the Department of Revenue assume they would have some costs related to issuing government photo identification cards. The Department of Health and Senior Services - Bureau of Vital Records officials assume this resolution would increase certain state funds due to the sale of birth certificates. Officials stated that birth certificate fees are shared by the following state funds; General Revenue Fund, Children’s Trust Fund, Endowed Cemetery Care Audit Fund, and Missouri Public Health Service Fund. Officials are unable to estimate the amount of income to those funds.
ASSUMPTION (continued)
Oversight assumes the resolution states that “the state shall provide at least one form of such identification required to vote at no cost to any otherwise qualified citizen who does not already possess such identification and who desires the identification in order to vote.”
Oversight assumes no cost to local governments from this proposal. The resolution requires any costs incurred in implementing the requirements of this resolution by political subdivisions to be reimbursed by the state. Oversight has no way of determining if there would be local costs related to the implementation of this proposal. Any costs to the General Revenue Fund from reimbursing local government costs is indeterminable and unknown.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
FISCAL DESCRIPTION
Upon voter approval, this proposed constitutional amendment requires any person seeking to vote in a public election to provide election officials a form of identification, including a government-issued photo identification, in order to show that he or she is a citizen of Missouri who is lawfully present in the United States.
The State of Missouri will provide at no cost at least one type of identification that is specified by statute as sufficient in order to vote.
DESCRIPTION (continued)
If any political subdivision incurs a cost for implementing any voter identification statute, the state will reimburse the political subdivision for the cost.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
