FISCAL ANALYSIS
ASSUMPTION
Officials at the Department of Higher Education, Linn State Technical College, Metropolitan Community College, Truman State University, Lincoln University, Missouri Senate and the Missouri House of Representatives assume that there is no fiscal impact from this proposal for their respective institutions.
Officials at the Missouri State University assume a loss of $16,000 to $32,000 per year if schools do not have the ability to admit them as international students in compliance with all SEVIS rules.
Officials at the University of Missouri (UM) assume at a minimum the following costs annually as a result of this proposal.
UMC – new employees (3) – 2 @ 20,000 plus benefits = $51,600
1 @ 18,000 plus benefits = $23,220
UMKC – new employees (3) – 2 @ 20,000 plus benefits = $51,600
1 @ 18,000 plus benefits = $23,220
UMR – new employees (3) – 2 @ 20,000 plus benefits = $51,600
1 @ 18,000 plus benefits = $23,220
UMSL – new employees (3) – 2 @ 20,000 plus benefits = $51,600
1 @ 18,000 plus benefits = $23,220
Total minimum cost = $74,820 X 4 = $299,280
Officials at the University of Central Missouri (UCM) assume costs would be incurred in screening all applicants. This year UCM received 7,703 applicants for admission. There would be changes to the application, and the need to review birth certificates or other verification documents. In some cases verifying the citizenship/resident status of an otherwise qualified applicant might require additional research. Most of the cost related to such verification would be incurred in increased staff time. It is estimated that two additional full-time employees in admissions would be needed to review citizenship/resident status and archive verification documents. Cost of the additional employees $51,984 in 2009, and the same in 2010 and 2011. These numbers would vary slightly year to year as salaries increase.
ASSUMPTION (continued)
Oversight assumes that the costs associated with this proposal will be paid out of the College or Universities' normal operating expenses and that there is no fiscal impact to General Revenue. Additionally, Oversight assumes that the Colleges and Universities will raise their fees to cover the costs of the additional requirements outlined in this proposal

FISCAL DESCRIPTION
The proposed legislation appears to have no fiscal impact.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
